Scientology Inc. has PR groups and also front groups. PR groups advertise their connection to Scientology and seek to provide good publicity for the Scientology cult. Volunteer Ministers, for example, is a PR group for the Scientology cult. It has a history of making a nuisance of itself. The Citizens Commission of Human Rights is sometimes a PR group and sometimes a front group, depending on the situation. It was started, along with Freedom magazine, in 1969, in accordance with L. Ron Hubbard's instructions on using "human rights" as a gimmick to manipulate public opinion in the Scientology cult's favor. Most of these people have no idea what Scientology is, but some of them will likely be recruited into the cult at some point. In the meantime, they're useful for a photo op. This may be an actual U.N. group that has been co-opted by Scientology.
